How do I home school my high school child at home? And can I do it for free?

I am completely fed up with my 15 year old son being picked on,bullied,threatened,intimidated,being called a f--king little cracker by his so called fellow students. These things happen every single day in plain view, and earshot of teachers, and staff members, who act as though it isn't happening, or that they don't hear it. They are afraid of the students, and are obviously suffering from a serious case of selective hearing. The very people who we all trust with our children's well being are failing them by monumental proportions. I am sick of him being in fear of the mongrel's that have ta kin over the public school system. His locker has been broken into 3 times this year, and all of his books, jackets,clothing, and personal items have been stolen from him. He witnesses racial violence, and fights daily. These fights are most of the time gang related, one sided, and involve multiples of students "10 to 20" and sometimes more. He can't even navigate the hallways, and sometimes has to run to safety. Everyday guns, and drugs are being confied, and it seems there is no end in sight. I am not going to wait for the violence to hit home before I act in the only legal way that I can. He comes home everyday, and tells me of the kayos that he is surrounded by, and how much despair he feels. How is he supposed to focus on academics when he is completely distracted by all of the undesirables that are holding our schools, and our youths hostage!! I am in shock, and disbelief at the school and government officials who have there heads in the sand, and pretend that these things aren't happening!!! or that it isn't as bad,as it really is!!! But then again that's the American way isn't it? I mean if you ignore the problem long enough it will go away, or it doesn't exist, or it will simply fix itself. What a crock of B.S....I send him to school to be educated, but instead he is being force fed this crap daily. His civil rights are being violated, and his physical, and mental well being is at stake. Therefore I (as a parent) have come to the conclusion that it is time I act. I want to pull him out of school, and teach him at home before something grave happens to him.
